- Technicians and foreign scientists who are either invited or hired to work for the State, for autonomous communities or for local governments whose objective is research development.
- Foreign professors invited or hired to work at Spanish universities.
- Civil servants or military personnel from foreign State Administrations coming to Spain to carry out activities under a cooperation agreement with the Spanish administration.
- Foreign social media correspondents, duly accredited, coming to Spain as reporters.
- Members of the International Scientific Missions, authorized by the Spanish State, coming to carry out research work in Spain.
- Artists coming to Spain for seasonal performances and not for ongoing work.
- Ministers, clergy or church representatives registered in the religious organizations registry, who are coming to Spain solely to carry out a religious activity.
- Representative, governing, and admininistrative bodies of internationally standardized unions whose duties are strictly limited to union activities.
- Foreign minors of working age in custody of competent child protection authorities.
